It's more of a feature-slush yet, but it is getting colder as the days
go by.  I can let lexically scoped subs go till 5.7, sigh, but the utf8
stuff and all its attendant I/O ramifications needs to go in there now,
and we really have to nail down the threading stuff a little better
this time, or our names shall be forever smirched, at least temporarily.
